Text-to-911: Implementation

Prior to implementation, the Board encourages you to research the different interim methods of Text-to-911 and contact other PSAPs that have implemented Text-to-911, your phone equipment provider and the text messaging providers in your area to ensure your PSAP is making the most informed decision.

The Missouri 911 Service Board is committed to full implementation of Text-to-911 statewide. If your PSAP is interested in implementation and encountering any difficulties (financial, technical, etc.) please contact admin@missouri911.org. The Board has mechanisms in place that may be able to assist you.

Below are helpful steps and information to implement Text-to-911 in your jurisdiction:

STEP 1:

Send a Request for Service Letter to the wireless carriers in your area. The contact information for the major wireless carriers can be found here.

Once a call center requests text-to-911 service, text messaging providers must deliver the service in that area within six months.

Complete the PSAP Text-to-911 Readiness & Certification Form:

  • Fill out the Form.  The Form requests the following information:

    • Date of Submission

    • Name and Contact Information of Person Submitting the Form

    • PSAP Facility Information, including FCC issued PSAP ID number, long form name of facility, physical address, and    county of operation

    • PSAP Point of Contact Information for Text-to-911 Coordination

    • PSAP Method to Receive Texts (e.g., Text to TTY, Web Browser, Direct IP or other method)

    • Identification of the Authorizing State or Local Entity

    • Certification that PSAP is technically ready to receive texts

  • Email the completed Form to:  T911PSAPREGISTRY@fcc.gov.

PSAPs are not required to submit information to the Bureau and may provide direct written or other reasonably acceptable notification to a covered text provider.

STEP 2:

Work with the text messaging providers, phone equipment providers and IT professionals that serve your organization to prepare, train, and implement Text-to-911.

STEP 3:

Make the necessary operational adjustments for implementing a new system in your PSAP through policies and training.

STEP 4:

Implement Text-to-911 and educate the public on the new service in your area!
